Parents of disabled student handcuffed by school security file claim


The parents of Edgar Leon-Caraballo, a disabled student attending school in Huntington School District in Suffolk County, New York, have filed a notice of claim that their son’s civil rights were violated by a school security guard who handcuffed their son on the playground. According to the parents’ attorney, Anthony Capetola, the notice of claim is a prelude to a federal lawsuit seeking at least $10 million. Edgar’s mother alleges that the security guard grabbed Edgar, shoved him to the ground and then handcuffed him after an aide, who is with Edgar at all times, told Edgar to drop a small stone he had picked up. Mr. Capetola claims that a feeding tube attached to Edgar's stomach was torn during the incident. His mother also claims Edgar has had nightmares ever since. After the incident, Huntington Intermediate School principal Mary Stokkers suspended Edgar for a day because of his "aggressive behavior toward himself and staff members." The school has declined to comment, saying it does not normally speak publicly about student-related matters.
