Department of Education requests comments on comprehensive plan proposal
The Department of Education’s Office of Special Education and Rehabilitative Services (OSERS) has requested comments and recommendations on its proposed comprehensive plan for national activities under Part D of the Individuals with Disabilities Education Act (IDEA). The purpose of the comprehensive plan is to enhance the provision of early intervention services, educational services, related services, and transitional services to children with disabilities. The plan addresses a range of national programs such as teacher training and personnel development, technology and media services, parent training and information, and technical assistance and dissemination. For each of the plan’s seven intended outcomes for Part D funds, OSERS indicates it intends to support particular projects and activities designed to meet specified objectives. For example, to support the outcome of ensuring children with disabilities receive education and early intervention services in natural settings with typically developing peers, OSERS proposes to support projects and activities designed to (1) enhance the capacity of regular and special education to provide differentiated instruction to all students; (2) describe characteristics of successful interventions; (3) assess the impact of participation in general education on student performance and interactions; (4) align student data collection, analysis and reporting systems with state accountability systems; and (5) identify technology to improve student participation in general education. Comments must be received on or before January 11, 2007. Prospective commenters should read the "Supplementary Information" section of the notice regarding information OSERS wants included with comments.
