  • In Memoriam: COSA Mourns the Loss of KASB General Counsel Pat Baker link type content icon
    COSA mourns the loss of our dear friend and colleague Patricia E. Baker who died suddenly on Dec. 16th. Pat was Deputy Executive Director and General Counsel of the Kansas Association of School Boards, 1989-1990 Chairman of the NSBA Council of School Attorneys’ Board of Directors, and a beloved colleague to all who knew her. NSBA General Counsel Francisco M. Negrón, Jr. attended Pat’s funeral in Topeka, Kansas to express our condolences to Pat’s family and her colleagues at the Kansas Association of School Boards. Plans are underway for a tribute at the 2010 School Law Seminar to honor Pat and her contributions to the profession.

    9/17/09 - NSBA puts together each year a document on the annual notices required by federal law. This year the document contains a description of new notice requirements for public school choice and supplemental services under NCLB. The Department of Education also has issued new FERPA notices based on changes made in the final regulations.

    “Legal Issues for School Districts Related to the Education of Undocumented Children,” a 30-page booklet, has just reached the desk of every public school district in the country and COSA members. Thanks to a grant from the NEA who is distributing 6,000 copies, here is web access to this important resource. We encourage you to download the publication and distribute it widely.

  • HHS Rescinds School-Based Medicaid Reimbursement Rule link type content icon
    5/4/09 - Good News! The U.S. Department of Health and Human Services has proposed to rescind the final rule that would eliminate Medicaid reimbursement for administrative and transportation services provided by schools. HHS’s latest action would protect reimbursement for these services.
