Francisco M. Negrón, Jr., NSBA’s Chief Legal Officer, was quoted in a Jan. 17 Washington Post article on how governing bodies, including school boards, are examining possible changes to public comment opportunities.

While Negrón believes that time and topic limits — as well as limiting speaking opportunities to local constituents — during public comment periods are generally fine, he encourages school boards to ensure parents have an opportunity to express their views.

“If a person is impassioned, a person is loud, a person is visibly shaken, those things are all okay in the public sphere, as long as there’s no actual physical safety threat,” Negrón said.
